REDUCE ADDICTION AND HEALTH-COST OF VAPE
Vapes are proven to have chemicals (like Nicotine) that can be addictive and destroy every person's internal system, especially the respiratory system. According to the CDC,
"Most vapes contain nicotine, which is highly addictive and is a health danger for pregnant women, developing fetuses, and youth."

MANY COUNTRIES ARE TAKING A STANCE TO BAN VAPE
There are many countries that enforced laws that carries hefty penalties to individuals that imports or uses the illicit and catastrophic device of vape.
In Singapore, any individuals that uses vape in the island will receive up to S$2,000.00 fine and up to 6 months of rehabilitation. Foreigners who imports vape into that island will also be subjected to fines and deportation. [Source: https://www.gov.sg/stopvaping-penalties]

In Hong Kong, anyone that uses vapes will receive up to HK$50,000.00 fine and up to 6 months imprisonment. Advertisement, import, manufacture, sale and distribution of these tobacco products will be banned as well. REDUCE THE SPREAD OF CHEMICAL SMOKES
With all these factors considered, there is enough evidence that there are many disadvantage and negative effects of vape usage anywhere around the Earth, including QQ Care Centre. We MUST follow these countries' decisive action in order to stop the use of vape house-wide.
After many months, Admin OKITO LIM has amended the purified RULES OF QQ in the online Parliament after the 3rd Reading on 18th November 2025. One of the key aspects of the Amendment is the full-scale ban of vape usage in the sovereign house of QQ Care Centre under QQ rules Penal Code 130 Act 2026.
Under Section 130.2 of the Penal Code Act, any person that vapes in the house of QQ Care Centre will receive mandatory 20 times (up to 100 times) of squatting, mandatory 1 hour (up to 120 hours) of isolation and mandatory QQ$10,000.00 (up to QQ$150,000.00) fine. It will NOT be a compoundable offense.
STEPS THAT WE ARE SPREADING AWARENESS
There will be actions that we are taking in order to spread the awareness regarding the dangers of vape, in terms of health, as well as consequences under the RULES OF QQ.
The agencies of QQ, on behalf of Country of OKITO (COO) will be working with QQtv management to spread commercial awareness periodically such as through Berita QQtv.
COO will fully ban vape existence in the room - making all vape devices in the room go extinct.
Admin OKITO LIM will conduct frequent spot-checks around each rooms (including personal rooms) to see whether if anyone vapes privately.
The agencies of QQ are working to build a hall of shame for vapers (including outsiders or non-members of QQ) that vapes in QQ Care Centre.
The Communications, Information and Digital (CID) Department will be working with COO to spread the dangers through various platforms, including portal websites, social media and posters.
